I grew up in New England farming country, lived much of my life there, where dairy cattle were the thing--a few sheep, but very few goats. Fenced cow pastures often bordered a road. In Wyoming there is 'open range'--livestock can be pastured un-fenced with impunity. They had no legal right to use this land but nobody ever objected. These days one never sees a goat anywhere round here.
